Have a look at that and report back.
Not the best article to prove institutional racism Russ ,

Quote:
On the tenth anniversary of the murder of black teenager Stephen Lawrence, the head of the Metropolitan police's anti-racism unit today said she believed the Met was still "institutionally racist"
At the time of that article her job was to find racism and if you look hard enough you will find what you are looking for

Quote:
Commander Cressida Dick, in charge of the Met's diversity directorate, said in an interview with the Independent: "I would say there is not an institution out there that could say, 'We are not racist'."
see what i mean it's everywhere

but the Met are not as bad as all that ,it's all the others

Quote:
She conceded that it was possible to be "more sensitive than we are, and reduce it further", but claimed that the Met had put more resources into fighting racism and had improved its record on the issue more significantly than many other organisations.

From your answers I'm guessing you have no idea what it is set up for. Is it just a 'club' for black police to belong to? No, it is "Aiming to improve the working environment for police personnel of African, African-Caribbean or Asian origin working in London."
don't know where that quote comes from Russ but this is their mission
It's for the whole country not just London and note the bit about improving the work enviroment for black people ,why not all people ?

Quote:
Whites may join because believe it or not, some whites find that a positive cause to contribute to.
and after a bit of research white officers cannot be full members only associate members... that's just to stop them being accused of racism http://news.bbc.co.uk/1/hi/wales/south_east/7697728.stm

feel free to report back
