They can start by not jumping red lights. They could also try not leaping up on to the pavement to take advantage of the green man. They could also try not dodging between cars that may move at any moment.
I see cyclists do all three of those regularly, and on busy roads.
I am not saying cyclists are to blame for roads being dangerous, but roads are dangerous and every road user needs to remember that fact, respect it and be careful.
Sadly road safety ads tend to concentrate on drivers of vehicles that aren't bikes giving the impression that those riding bikes (both motor and pedal) shouldn't take responsibility for their own safety.
