Sorry to put some slightly conflicting advice your way - but here goes.

Your house would seem to be rather close to the street cabinet, which would account for the high DS power and low US. In these circumstances, your US power is fine.

Your DS power should come down, and it will rise further in winter as cable contracts and attenuation falls. IMO you would benefit from at leasta total of 10 dB forward path attenuation.

Alternatively, an engineer could move your tap to a higher overall attenuation point (as well as putting on a lower value FPA), and then your upstream power will rise accordingly.

BTW, you can buy a 10 dB FPA on ebay or wait for a VM engineer to come.
