Is there any reason why you can't relocate a 15 dB attenuator to the point at which your cable enters your property, and screw it on the cable before it gets split to your various pieces of equipment?

eg, remove both attenuators off both your STB's, then put one before the splitter, so it's reducing the levels at source rather than at the back of each piece of kit.
