The simple answer is to set the TV to 4:3 aspect ratio. Anything that is not broadcast with a Widescreen ID will revert to 4:3 automatically. Some broadcasters (Eurosport for example) process 4:3 pictures so they are pillarboxed on widescreen TV's. However this then affects anyone watching on an older 4:3 TV, who will still see the black borders.
