It's very consistent with sentences for other charges of violent disorder. Acting in a group for a common illegal goal will always attract a higher sentence than single incidents.

So, the gangs of drunken yobs we see rampaging through the city streets all get sixteen months? The recent EDL marches where the thugs have been arrested, what sentences did they get? Both of those examples are "
acting in a group for a common illegal goal."

Mask and gloves? It was a scarf and woolly gloves, it was November, it was cold. I am pretty sure that almost everyone went out that day with a scarf and gloves; hardly damning, is it. Reading poetry, is not exactly what many people would call "
intent on hell raising."
