If you ring in the agent should ask you if you are using a 3rd party router and then ask you to disconnect it and try the connection direct and if you get a good solid connection the issue must be with the router.
So the is little point replacing a modem if it is the router and also no engineer should ever be sent for a router issue as they are not trained to sort out routers and you could have had a £30 charge levied for a wasted engineer visit.
Are you sure that the router you have purchased is suitable for a cable connection and that you have not inadvertently purchased a ADSL router.
Again if you connect direct to the modem and it works then its the router and not a Virginmedia issue.
