C4 may have "had the chance to up their offer" but it was probably too much for them to justify spending on just the one show.
The point is that Sky have the money to be able to outbid
any other channel if they want to. However, as has already been said, their strategy seems to be that they see how shows perform on other channels then, if they're a big hit, they'll swoop in with a bigger wad of cash and, essentially, nick the show.
