I'm amazed you're seeing Youtube issues with that little tickle of congestion there. I was able to stream Harry Potter and the Deathly Hallows part 1 even with this latency last night:
They won't accept it as a fault anyway, it won't come close to the threshold for escalating.

Hrm looking at the way the load sloped down yesterday I'd say you've some upstream congestion there.
I'm sure you know the capacity planning rules
