They've said that ~350GB/month between 9am and 9pm has been the threshold but this is subject to change as they don't have a set limit, they target the top 0.1% within a congested area.

That 350GB/month is approximately equivalent to a sustained 2.7Mbit/s between 9am and 9pm.
