Which modem do you have ? the modem wont give you an IP, the IP is a public IP given from the systems DHCP.

If your PC is getting a 169 when connected to a router then the modem can not be to blame. From a VM side the two reasons for a 169 are either a duplicate MAC, and thats the NIC MAC not the modem MAC, or a leasing issue, which wouldn't be sorted by a new modem.
