Makes me think that perhaps they upgraded him from ADSL to ADSL2+

Adsl2+ whilst able to achieve higher speeds than ADSL1 uses a much larger frequency range (upto 2.2Mhz where as adsl1 stops at 1.1mhz)

It could be Noise or interference in the higher frequencies (which would explain why it wasn't a problem on ADSL1)
