Your post makes no sense, on the one hand you comment on how high costs of business are in the UK and on the other you want to increase the largest cost to most companies, staff.
Seems to me that salaries aren't the issue but cost of living, and doing business, is.
Now one really good way to help with both of those is public sector cuts and a commensurate reduction in people's tax bills along with promoting social and health insurance rather than out and out welfare. In short extensive welfare reform to a more contribution based social security and NHS reform to more single payer insurance based schemes along with perhaps dumping the state pension as a PAYG and replacing it with a contributions based scheme which pays out to the contributer rather than funding the pension of current retirees and relying on future tax payers to pay your own.
There's a thought. People and governments looking after themselves and paying their own bills transparently and directly including insuring their health and employment through the state. That should reduce everyone's tax bill mightily and give people more choice along with sharing the burdens more evenly.
