Not to mention that a good part of those that are actually qualified consider themselves over qualified and the job unworthy.
It's what happens when you have a welfare state working on the premise of winning votes and redistributing money from the better off to the poor and from the employed to the unemployed rather than encouraging them back to work or incentivising them to improve their lot in life.
