If your firewall is blocking broadcast, then that will be a problem. NetBIOS name lookups broadcast on your LAN to discover the IP address of the name you're trying to access.

Unless you have a HOSTS/LMHOSTS entry for the name, you then wouldn't be able to resolve it to an IP address and so couldn't access it by name.
