I think they're updating that document now when *most* of an area is done, and not all of it. Anyhow what you report has been seen by a few others. I suspect it's perhaps when a small percentage of an area is exceptionally hard to do and takes longer, they won't hold the rest of the area up so mark it as "done" when >90% of it gets done. Just my guess anyhow.
