I would imagine it will the latter, being able to record 3 channels with each tuner
Padding could still cause an issue if you had a lot of padded recordings set, even if it does have 3 tuners... there will be times when the extra 3 minutes padding at the end cause the 3rd tuner to be required to tune in and start recording.
The Cisco box seems to have 4 tuners lights, or is the 4th LED in the row different?
