I thought proper cooling fluid isnt conductive? like its only elements in water that make it conduct electricity in theory you could run anything electrical in pure water without issue same as you see some pcs in oil
is the memory voltage high enough? could still be the memory or a power issue over the mobo I would borrow a PSU from somewhere and try that first

Overclocking does stress componants and they will not last as long once you start throwing extra volts at it
