Can't? Why? I don't think they are obliged to provide content to VM. In some cases, they already don't (very rare I see the full F1 race coverage on VM iPlayer, but always available on the standard web iPlayer).
I think they wouldn't be allowed to withdraw from VM by the BBC Trust
right now due to the money recently spent on the VM customisation, but that could change in time.
