The wake-on-lan "packet" is not a packet but an ethernet frame. As an ethernet frame it can only be carried over a direct ethernet link, it cannot be forwarded over the internet. The internet has no concept of MAC addresses or ethernet.

You will need something on your LAN to directly generate a WOL packet from within your LAN.
