If upload speed *is* the problem (which we don't have confirmed yet) then switching ISP would be the best option.

Talktalk quotes their upstream speed as 448k for non-LLU and 1mbps for LLU, whereas O2/Be offer up to 2.5mbps with their "Pro" LLU package.
