Except it isn't.

The previous page (a few days ago) only showed caps for people with the upstream uplift. It's now been updated with data for those without upstream uplift, but those with upstream uplift have had their downstream cap *reduced*.

Chrysalis said, downstream cap for people with improved upstream is now actually lower than those without.

2 days ago caps for people with upstream uplift were 5000 down, 4200 up. Now it's 4200 in both directions.
