The top blue light is for Docsis 3. The bottom one is for wireless and may turn blue if 5ghz is enabled but is green on mine as "g" is good enough for the laptop (22.5megs down\ 3megs up) especially as I do not use it

The difference between Gigabit and lesser ethernet speeds is that the port light for Gigabit is green and the lower ones, amber. They are the trans\rec lights.
