It will happen but maybe not for a while yet. But as they are replacing 20Mb with 30Mb, all customers with elligable equipment will eventually be moved to 30Mb.
You will only stay on 20Mb if you have an older modem or hub.

No mention of existing superhub users. If any "activation" is involved then those who have superhubs should also need it surely.
