Nowhere has it been said that existing customers will get it free.

It has been said that those that can't afford the £30 activation fee can stay on their existing 20Mb service.

Any customers recently installed to 20Mb with superhubs will not have to pay the £30. Eventually all of them will be moved to 30Mb automatically, again this will be 20Mb customers who already have superhubs
