It is completely relevant. People are arguing that there should be no sexual behaviour at work at all - so asking someone out is sexual behaviour - flirting is sexual behaviour - and this is human nature - otherwise how do people get together?:
There is asking people out, then there is sexual harassment or making people feel uncomfortable. I do not believe that you are really unclear into the differences, that you cannot distinguish between asking someone/testing the water and sexual gestures directed at members of the oppersite sex while your in the workplace.

Believe it or not people manage to get together without making crude gestures at their colleagues.
