Upgrades to VoD wouldn't knock of 'phone and TV, plus the upgrades are done out of hours (after midnight)
Sounds like someone was very misinformed rather than fobbing off. Is there anything on the Status Page? If it's fixed it won't be there now though.
you can complain via Customer Care on 150 or through the website in "My VM"
