As a side note, I remember when we got a free upgrade to 10mb from something or other (maybe 4?) and were told we needed a SACM as our STB's wouldn't do it. But they did.
The Hub is a DOCSIS 2 device and IS capable of 3mb upstream. Like Igni said, it's capable of 27mbps upstream. DOCSIS 2 downstream is 38mbps/50mbps depending on frequency plan. DOCSIS 2 upstream is 27mbps depending on frequency plan and line/equipment quality/etc.

The old modem can do 30/3 fine, VM just don't want to do it that way.

Same as the 50mb modem vs. the Superhub. The old 50mb modem is perfectly capable of the 100/10mb service, VM just don't want to do it that way.

DOCSIS 3 downstream/upstream speed wise is just multiple DOCSIS 2 downstreams/upstreams bonded together.
