I suspect that simply means the CSRs don't have a clue.

Once there is only a single, unified network made of a mix of T-Mobile and Orange hardware, Virgin Mobile will have no option but to use the 'new' network. There won't be an alternative. Well, except for Voda or O2, but I can't see that happening.
