Sucking up dust can generate small amounts of static, although you have to suck up an awful lot, very quickly to notice it. I have to keep myself earthed whenever I vacuum out our wood stove, otherwise an accidental brush against the metal part of it can give me quite a jolt.

Having said that, I don't imagine the inside of a PC ever gets that dirty.
