so this conspiracy dates back to the forties - obviously the van belongs to a covert government agency[wwii] originally commissioned by Winston himself ,it all becomes clear now -strategically place a van disguised as a police vehicle drawing in the enemies of state oppression so that they can be recognised by cctv surveillance camera's ,thus making it easy for the oppressors of free will to disappear these peaceful protesters who refuse to be oppressed by this tyrannical coalition of bullies and dare i say fibbers ..
