Sorry, you're wrong.

I'm not saying it never happens, sometimes (very rarely in my experience) there's a problem with flashing firmware because of a fault, but generally no, settings are not lost.

Think about it, if you flashed your BIOS and lost all your settings, you would have to set boot device, probably confirm changes when the PC booted because it detected "new" memory, drives etc. Not sure how many you've done yourself, but I've done three today already and on no occasions did I have to reset or change anything.
