Help me understand VM's Traffic Management policy

I am on the M: 10mb package, and I thought that I can download upto 1.5GB in the day time (upto 3pm) and not get my speed reduced.

So today I downloaded about 1.3GB, and then waited till now to resume my downloads - (as 3-4pm there is no limit on downloads).

However my speeds on torrents is currently maxing out at 280KB/s, instead of 1.1MB/s.

I just did the speed test on CF (stopping my torrents for that period) and it gave me just over 2mb.

Which means I am definately being managed by the 75% reduction in speed, but I did NOT go above the 1.5GB. So why am I being managed?

This has not made me a happy bunny. Had I known I would be managed either way I would have left my downloads running! I am not a heavy user. Probably use about 5GB a month or so, but today I decided to go on a mini (2GB in total probably) downloading spree, and that too within VM's 1.5GB rules, yet I have been managed.
