So you would have to create a library (Open Libraries and select New Library) and manually add each JPEG folder location as a location of the new library (Properties of the new library and 'Include a folder'):

My Pictures\Xmas2009\JPEG
My Pictures\Tae Kwon Do\JPEG

It's not going to be automatic as every time you create a new folder under your My Pictures and want them included, you will need to edit the Library properties. It might be a manual task worth doing?

Else edit your folder structure to be:

My Pictures\RAW\Xmas2009
My Pictures\RAW\Tae Kwon Do

My Pictures\JPEG\Xmas2009
My Pictures\JPEG\Tae Kwon Do

Then you can just add 'My Pictures\JPEG' as the library source and you wont need any manual intervention to pick up new folders created.
