Daft question about Sky Sports, do Sky not want competitors to have Sky Sports? e.g. Ofcom only allowed BT/TUTV to have SS1 & SS2 but not 3&4.

VM only have SS1 HD & SS2 HD, why not 3 & 4 in HD?
