Not sure if this has been asked before or not, so apologies if it has, but what would people feel would be a more acceptable amount of throttling?

25%? 33%? 40%? etc

I still think 25-33% would be more than acceptable, as it wouldn't hurt the customer and would still benefit others during peak times.

What do others think?
