in my case its because the alternative's are also poor. Make no mistake tho I could well leave and am already thinking about it. Although I have my broadband at half price, I am still paying the other half for a service that is currently not fit for purpose (posting this on my adsl) as well as paying for the tv and phone service which I dont use.

plusnet eg. also traffic shape but they have packages where you escape protocol shaping so it is not enforced across their product base.

my main problem is my BT line is very poor and as a result of that adsl will be poor, so assuming my speeds never consistently go high again (still low today even tho jitter is way down) VM only wins on line stability in that it doesnt drop out. If I go back to adsl (ukonline closing in jan 2011 rumour) then a adsl line without SRA I can look forward to line drop outs and crc errors affecting things but I probably wont see congestion and jitter.
