Chrysalis, isn't that the speed you should be getting (approximately) on a 20Mb/s connection?
20Mb/s = 2.5MB/s, 2.5MB/s * 60 = 150MB per minute, times 12 minutes = 1.8Gigabytes - doesn't seem so far off. 
Or to put it another way, 1.6GB / (12*60) = 1,600MB / 720 = 2.22MB/s, which is 17.77Mb/s.
