So there is STM limits, FileSharing peak times and also AUP?

I've been getting really slow speeds to Astraweb, I'm on XL, I usually download at night.

However, today I started a download at 15:30 today, having not used the internet at all so far that day, and it was running at 260KB/s (~2Mbps). Speed test indicate my connection was not throttled (16-18Mbps).

So presumably this is the filesharing throttle? (I tried NNTP:1818 and SSL:443)
