I can picture now a load of fifty-something males, who can't get a job because of their age, in somewhere like Newcastle going out and clearing the litter, and then being injured on the scheme and unable to work for a little while.
It's quite possible that the poor parts of the nation will have some of the cleanest streets in the country; no jobs but the cleanest streets
