plusnet's system is finely tuned but its worth noting it took them a while to get to where they are now, it was a mess for quite a few months. I do commend them tho that they are much more open with their customers, eg. I read that their shaping equipment itself hit saturation, the gig port on an ellacoya got maxed out and this was told in public and they split the load with a new ellacoya to fix it.
Generally tho I think traffic shaping is more trouble then its worth, things can and will go wrong since its reliant on heuristics that are ever changing, the hardware itself can cause latency and slow downs due to processing loads and of course it can be abused changing ports etc.
What comcast use may be hard to integrate but generally is far less complex and wont have heuristics that keep need updating and heavy users wont be able to evade it by masking their traffic.
