So - they cut things, they're barstewards.

They spend on things, they're irresponsible.

btw, there's a lot of chaff being spread - "could's" and "might's"; it's awful if it happens to anyone (it's happened to me in the past), but it doesn't help spreading gloom and despondency, and it's very important to know the difference between being "at risk" and being redundant.
