At the moment I'm assuming this decision Is more to do with the ADSL providers already using the BT network.

The question of BT/Virginmedia sharing each others infrastructure is another one??

Virginmedia is already using the BT fibre network and BT is using Virginmedias network. More to do with Business and trunk routes but the point is there already do share there networks.
