The conservatives floated the idea back in January / February of this year in the guise of a "briefing document" which - strangely - had seen them approach several IT service providers with a view to establishing same.

HMRC have been tasked with "consulting" on the matter and are drawing that to a close this week.

If the coalition Government (as a whole) were not interested in running with it I very much doubt - given their concerns over public sector waste - that they would have allowed the consultation and associated expenses to be realized.
