Nope, even in my youth I was a little too responsible to see graffiti as an acceptable form of expression
Quite often the local councils/ government do provide things for youngsters to do... and quite often either those youngsters vandalise/ wreck them or local "adults" do. I'm all for giving youngster things to do but we can't just blame lack of facilities for the behaviour of some kids. I used to play outside quite happily with an old tennis ball or football for hours, these days if there isn't a gamepad or tv attached a lot of kids don't want to know
