The system can't see a box that isn't talking back though, only official boxes.
The old minimum sub keeps the tap connected, and the boxes are impossible to detect unless you do a physical sweep cabinet by cabinet looking for noise, which would still be very hit and miss.
You have far too much faith in the ability of the system to detect 3rd party boxes, after all if it could detect them then it would be trivial to find them regardless of n3. You'd just have to compare the detected boxes with the currently subbed addresses, a process that can be completely automated and done extremely easily.
There is simply no way to detect a cs box, and the only cs servers that will ever be shut down are the commercial ones. Cs has been going on for years on other platforms and it's always resisted any effort to shut it off, even sky haven't managed to beat cs and they have arguably the best encryption going.
There is currently no way for VM to prevent theft of service completely, they've gone a long way to greatly reducing the volume of it, but it's not going to stop completely, and anyone that thinks it is is extremely naive.
