This is whats happening everyday starting approx 5pm & lasting until approx to 10pm ?

Hey that's better than mine !! I'm also on the 10Mb tier and in the early evening it drops to 1Mb or less sometimes. I have NEVER had it above 8Mb

Query---

When capacity issues hit the network are users selectively "nobbled" ? or are all users hit by the same percentage downgrade in speed? As I am still on the old tiers and got the "free" 2 to 10 update am I first in the queue for capacity management ?
