no it's quite simple realy
managers are essentially a lazy bunch ,they hate paperwork and even more than that interacting with the grunts ,if they have to talk to one and give him/her a warning that means paperwork and actually talking to the miscreant .They would much rather have a nice quiet call center so they can sit in their corner eating doughnuts and trying to do the times crossword in a vain attempt to look inteligent
