Rights and Licensing. Both the BBC and Virgin have very strict limitations on how they can carry on-demand content. The BBC have negotiated the rights to show these films on the web, but clearly have not obtained the rights to show them on any other on demand service.

It's also worth remembering that VM (having their own films for rental on On Demand) may not want the TV companies showing those films for free via On Demand.
