Nope you can be a trade member like me if you have a business or an individual member if you belong to one of a number of groups/professions as shown here:

The Costco website is rubbish and I can't find the forms for the basic individual membership which costs just £25pa but perhaps they're trying to attract more 'executive' members......

Of course it's better to be a member but alternatively you can simply get an eligible family member/close friend to join and accompany them on your shopping trips. For several years before I joined, I used to go with one of my brothers who had a card.
